b)\,\,  \frac{3^{-10}* 9 ^{8} }{(-3) ^{2}} = \frac{3^{-10}* 3 ^{2*8} }{3 ^{2}}=\frac{3^{-10}* 3 ^{16} }{3 ^{2}}=  \frac{3 ^{16-10} }{3 ^{2}}=\frac{3 ^{6} }{3 ^{2}}=3^{6-2}=3^{4}=81
