Her attitude is annoyed, because the person writing is helping the communist revolution while Lucia is supporting the opposing side. The Yankees talked about is a slang term for Americans, including politicians, workers and generally all of the American citizens. She explains that Lucia needs to remain in Cuba because the Americans will not let her in the country to try and have Lucia remain in a communist Cuba, a country which she is trying to flee from.
