Modell and Lee is referred to by Modell as a mixed methodology paper:
Whilst our initial hypothesis and the design of the survey instrument were primarily informed by functionalist approaches we retain some openness to alternative theoretical perspectives and coombied the survey with semi-structured interviews .
Modell and Lee(2001) examine the link between decentralization and the application of the controllability principle in a public sector setting. IN developing the theoretical framework for their study. Modell and Lee draw on both functionalist literature relating to the application of the controllability principle Bushman Merchant 1989 as well as neo institutional sociology to capture the competing forces in defining the link between decentralization and controllability in practice.. On the one hand, functionalist arguments would support a positive association. On the other hand , the expected positive association is expected to be altered or breached by the presence of institutional pressures which either reduce local controllability or lead to the need to loosely couple decentralization and controllability . Thus , rather than paper is farmed to capture the potential tension between functuonalist and interpretive factors influencing the relationships under study.

Modell si Lee este denumit de catre Modell ca un studiu de metodologie mixta. In timp ce ipoteza noastra initiala si propectarea instrumentului de observatie au fost in principal informate de abordari functionaliste, retinem o parte din deschiderea la perspective teoretice alternative si am combinat sondajul cu interviuri semi-structurate. 
Modell si Lee (2001) cerceteaza legatura dintre descentralizare si aplicarea principiului controlabilitatii in cadrul unui sector public. In dezvoltarea cadrului teoretic pentru studiul lor, Modell si Lee se folosesc atat de literatura functionalista referitoare la aplicarea principiului Bushman Merchant 1989, cat si de sociologia neo institutionala, pentru a capta fortele concurente in definirea legaturii dintre descentralizare si controlabilitate in practica.
Pe de o parte, argumentele functionaliste ar sustine o asociere pozitiva. De cealalta parte, asocierea pozitiva asteptata este de asteptat sa fie modoficata sau incalcata de prezenta presiunilor institutionale, care ori vor reduce controlabilitatea locala ori vor duce la nevoie de a cupla in sensul larg descentralizarea si controlabilitatea. Prin urmare, acest studiu mai degraba capteaza tensiunea potentiala dintre factorii functionalisti si cei de interpretare ce influenteaza relatiile studiate.
