This statement is so self-evident that I cannot discern why you would have any doubts! It may be hyperbole to say "great evils" when referring to these three basic needs, though "vice" has broad meaning and certainly could be a "great evil". At least it makes for a memorable and glib "truism".
It is saying that work keeps you from being bored because you have something to do and occupy your mind. It says that it keeps you from "need" (food, shelter, clothing) by providing a salary. And it says that "work spares you from vice" by keeping you busy, provided for and thinking about work so that your "idle mind" will not stray to things such as robbery and/or drug abuse.
