You should take care of family and people close to you before you worry about helping others. I don't think our church should worry so much about a foreign relief fund when there are people in need right here in our city. Charity begins at home. If you really want to make the world a better place, start by being polite to your sister. Charity begins at home.

I think this proverb has two meanings:
First, it means that you should learn to take care of your own family before helping others. If you neglect your family to have time for volunteer work for example,it isn`t a good thing, because your family has to come first.
Second, it means that children are learning to do charity from their parents, when they are helping other people.Parents are role models for children. They should pay attention to their action towards people in need because their children will follow their steps in adulthood. And I think that is also a meaning of this proverb.
