Is to build new houses and flats good ways to improve people's lives in cities?

Depends on the question honestly. If the city doesn't have many flats and houses and people are not able to live there then yeah. It is a great idea to raise the population. On the other hand doing so will lesser the space of that city. In the end I do think creating new houses and flats is a good idea to improve people's lives.
