1. I've never been to a wedding reception because in Romania you can't do this. But I saw a lot of movies and I can say that it is boring, because basically is like a scene where the actors get ready for the play and no emotions are involved. I don't think that is necessarily to make a reception for the wedding.
2. In my country probably 50% of the news are about people caught drunk while driving. The police is very severe regarding this and they give fines to the drivers.
