$2x + 9x - y + y = 3 + 19$

$11x = 22 \: | \div 11$

$x = 2$

$2x - y = 3$

$2 \times 2 - y = 3$

$4 - y = 3$

$- y = 3 - 4$

$- y = - 1 \: | \times ( - 1)$

$y = 1$
