I think that some cities attract more tourists than others because they satisfy tourist's expectations. For example, if they want a romantic place, France is the perfect place. The Eiffel Tower and the food is perfect for a marriage proposal. If they like boat trips, they can visit Italy or Netherlands. America can be a perfect place to see tourist spots. Statue of Liberty or The Statue of Jesus are two examples.
