In my opinion yes, children should be taken if the parents are incompetent. If action is not taken the child may even die.

Incompetent parents are aspecialy dangerous if the child is a toodler or a infant. If the child is not cared enough for to be taken care of the parents don't deserve the child.

Even tho I don't tink the foster care sistem is a good one it's better then the initial parents in some cases. The reason I can't say the foster sistem is good because if the child is over the age of 10 they are less likely to be adopted.

If the child is abused its way better for them to be taken for their parents
