The second one talks about dead languages, and how they affect the world (the human society in this context) and how they ‘lose a piece of its (their) ability to survive’ which means that as a language dies, so does the culture it belonged to. So yeah, this statement could be true. People need culture and history to not repeat their past mistakes, so they do, in fact, lose a part of their ability to survive.
