In my opinion, rules are necessary for a functioning society, without which we would find ourselves in a constant state of anarchy.
Without rules, people would not follow any moral code (after all, a moral code is a bunch of rules we apply to ourselves). Crime would not only be ignored, but it would be a day to day occurrence, as there is noone there to judge you nor is there any police force to enforce peace. It would be absolute chaos on the streets, looting would be rampant and crime overlooked. But that's in case rules would suddenly stop being enforced overnight. Had people never followed any rules, mankind would be no different from a tree ape and would quickly find itself in an endangered state. Man is a social creature, and society is made possible by it's members respecting a set of self-imposed rules.
In case the government would suddenly disappear overnight but the people's moral code remains the same, it would follow a similar pattern to a point: the population centers would be thrown in disarray for around five months before enough people organize together to form a new government: at first it could be a single family which associates itself with another one for added safety. Then it would be an entire block working together to provide for their families. At this point, a hierarchy must be established to ensure everyone works together efficiently. People would continue to associate themselves with others before order is restored completely.
In conclusion, society without rules is impossible because it's in our nature to follow them and create new ones when needed. Thanks to this sense we have made it so far from the primitive hunter-gatherer tribes thousands of years ago to the governments of today.
